Emergency Response Team Retired insurance manager, CERT instructor, Rancho Adobe Fire District volunteer Bill Hammerman: NERT: Neighborhood Emergency Response Team Educator, Argus Courier blog, founder PetalumaNet. Introduction: in the next 30 years, there is a 27 percent chance of a major earth quake in Sonoma County. Disaster conditions will be: communications and utilities will be out, roads unpassable, buildings badly damaged, emergency response will be overwhelmed and unavailable. For one to three weeks, YOU’RE ON YOUR OWN. CERT was established by FEMMA, a part of the Home Land Security department, as a citizens core group mandated with organising a medical reserve corp, emergency preparedness training, a fire fighting corp, and like minded volunteer groups. The CERT course is modeled after a course made after the 1982 LA firestorm. In Sonoma County, there are so far 25 instructors and 300 trained volunteers, mainly restricted by monentary budgets. The CERT course totals 27 hrs of training: with 8 team units taking 24 training hrs plus 3 hrs final team exercise. For disasters conditions- CERT trains for worst, hope for best. Topic covered: Self reliance, Extrication from danger, Safety, First aid, Water, Food, and Shelter. Training teaches disaster preparedness, fire safety (extinguisher location, uses, which fires to fight), medical ops- triage and treatment, light Search and Rescue (use of levers, debris removal, victim extraction), disaster psychology, and terrorism. The next course is in September with 9 sessions of 28 hrs- sign ups available. NERT is the localized version of CERT whose mission is to promote public events and training opportunites for local neighborhoods to cope with survival needs following a disaster such as earthquake, flood, or wildfire. NERT proposes starting STAR (Safe,Trained, Alert and Ready) Neighborhoods whose components would be a team leader to coordinate planning activities, have 3 neighbors who are CERT trained, one who is a HAM radio operator, one who would monitor an neighborhood electronic network, supply 50 percent of homes with disaster supply kits, and register as a neigborhood watch group.
